Compliance and enforcement history

Entain has faced significant regulatory scrutiny in the UK, including the largest single-operator enforcement outcome issued by the Gambling Commission at the time.

In August 2022, the UKGC imposed a penalty package totalling approximately 17 million pounds on Entain entities. LC International Limited received a 14 million pound penalty for anti-money laundering and social responsibility failings identified between December 2019 and October 2020. Ladbrokes Betting and Gaming Limited received a separate 3 million pound penalty covering the retail betting estate. The Commission found completely unacceptable failures in both AML controls and safer gambling processes. Andrew Rhodes, the Commission’s chief executive, stated that operators must never place commercial considerations over compliance.

The 2022 action was not the first. In July 2019, the then-Ladbrokes Coral Group (owned by GVC Holdings, now Entain) received a 5.9 million pound penalty for AML failings dated between November 2014 and October 2017. This means the group has been subject to three separate UKGC enforcement actions within a seven-year period.

A particularly concerning finding from the 2022 enforcement was that customers who had been blocked at one Entain brand were able to open accounts at sister brands within the same group and continue gambling. This cross-brand flagging failure is directly relevant to sister-site research because it demonstrates that shared ownership does not automatically guarantee effective cross-brand player protection, even when all brands operate under the same licence.
